This happens most times when compiling with gd enabled for the first time. Reinstall X11 libraries and try again:

cd /usr/ports/x11/libX11/
make deinstall
make install

Fix:

touch /etc/rc.d/init.d/functions
/etc/rc.d/init.d/cpanel restart
